Reshaping Higher Education IT in the Age of AI: Enabling Institutional Transformation

Artificial intelligence is pushing IT organizations beyond digital transformation and into broader institutional transformation, challenging them to rethink how they operate, govern, and create value for their institutions.

For the past several years, higher education leaders have focused on how artificial intelligence (AI) is reshaping teaching and learning, student success, research, and institutional effectiveness. But an equally important question has received far less attention: How will AI reshape the higher education IT organization itself and the services it provides?

Every major technology wave has transformed the mission of the higher education IT organization. From enterprise systems and the internet to cloud computing and digital transformation, each era has changed both the services the IT organization provides and the role it plays within institutions. AI is driving the next phase in that evolution. It is not simply changing the technologies IT organizations support; it is changing how work is performed, how decisions are made, and how institutions themselves operate.

As institutions move beyond digital transformation toward institutional transformation, IT organizations must evolve as well. That evolution extends beyond the adoption of AI tools. It requires rethinking the services IT organizations provide and the ways they operate, as well as the governance models that guide institutional decision-making and the skills the IT workforce will need to succeed.

Realizing that future will require IT organizations to evolve their missions to take advantage of the opportunities and address the challenges of the AI era.

The Evolution of IT Services

When I started my higher education IT career in the late 1980s, the work focused almost entirely on the technology itself. We kept payroll and student information systems running, installed computers, maintained networks, implemented first-generation course management systems, and helped people learn to use productivity tools such as word processors and spreadsheets. Success was measured by whether the systems worked.

As campuses connected to the World Wide Web in the 1990s and early 2000s, IT services expanded. We introduced learning management systems, established email and online services that became essential to institutional operations, and supported the growing integration of technology into teaching, learning, research, and student life. As a result, our work shifted from supporting administrative operations to enabling the core mission of our institutions.

Over the next two decades, the conversation continued to evolve. Cloud computing, cybersecurity, mobility, data analytics, digital transformation, and enterprise integration became central priorities. Technology was no longer simply a utility; it became a strategic asset. Higher education IT organizations transformed their role from delivering technology to helping institutions use it to improve operations, enhance the student experience, strengthen decision-making, and advance institutional goals.

Our role shifted from technology providers to partners in digital transformation.Footnote1 Our services increasingly included business process improvement, data-informed decision-making, enrollment and student success initiatives, cybersecurity and risk management, governance, and organizational change. We were no longer focused solely on delivering technology but on helping institutions use technology and data to make better decisions, improve operations, and achieve better outcomes.

Today, we are at the beginning of another transformation. AI is changing not only the tools we use, but also the nature of the work itself. Our responsibility is no longer simply to deploy technology; it is to help institutions rethink how work gets done, how decisions are made (and what data informs them), how students are supported, and how our colleges and universities prepare both our workforce and our graduates for a world in which humans and AI work together.

This shift reflects a broader evolution from digital transformation to institutional transformation. While digital transformation focused on helping institutional leaders use technology and data to improve decision-making, institutional transformation focuses on the intentional redesign of institutional work, decision-making, capabilities, and services through the thoughtful application of technology, data, and AI. Institutional transformation does not simply mean the adoption of new technologies. Instead, the goal is to rethink how institutions operate, make decisions, and fulfill their mission.

Broadening the Governance Foundation

The expanding role of the higher education IT organization requires more than new services and capabilities; it requires governance models that expand alongside them. As institutions increasingly rely on technology, data, and AI to support teaching, learning, research, and operations, decisions become more interconnected and carry broader institutional implications. Effective governance provides the framework through which priorities are established, investments are aligned with institutional strategy, risks are managed, and resources are allocated.

Historically, governance focused primarily on reviewing technology purchases or approving IT projects. In the age of AI, governance needs to evolve beyond approving technology investments to guiding how institutions use technology, data, and AI to make decisions. It must become a strategic capability that brings together leaders from across the institution to establish priorities, steward institutional data, guide responsible AI adoption, oversee transformation efforts, and ensure that technology investments support the mission and long-term strategy of the institution.

This evolution has important implications for organizational leadership. As technology, data, and AI become increasingly central to institutional strategy, colleges and universities should ensure that technology leadership is fully integrated into institutional planning and decision-making. The success of these emerging service areas depends not on the IT organization alone, but on strong partnerships supported by governance structures that bring together the right expertise, perspectives, and authority to guide institutional transformation.

The Next Generation of Higher Education IT Services

As the role of higher education IT organizations change, they must not lose sight of the foundational services they have always provided. Reliable infrastructure, enterprise applications, cybersecurity, instructional technology, user support, and other core operational services remain essential to the success of every institution. These responsibilities are not going away.

However, as higher education moves beyond digital transformation toward institutional transformation, institutions will increasingly need IT organizations to provide a new generation of strategic services that complement and build on these traditional capabilities.

The IT organization sits at the intersection of technology, institutional data, business processes, and nearly every administrative and academic function. Few other campus organizations possess both the enterprise-wide perspective and the technical expertise needed to help them navigate this transformation. Higher education IT organizations are uniquely positioned to convene stakeholders, integrate capabilities, and build deep partnerships to enable institution-wide change in four strategic areas:

1. Transformation Services

Technology initiatives rarely fail because of the technology itself. More often, they struggle because of unclear priorities, insufficient stakeholder engagement, inadequate communication, or a lack of organizational readiness. As colleges and universities face increasing financial pressures and a growing need to adapt quickly, successfully implementing change has become a strategic capability.

Higher education IT organizations are well positioned to help lead this work. Transformation services bring together project and portfolio management, change management, business process analysis, and organizational readiness to ensure that strategic initiatives are delivered successfully. Rather than simply implementing technology, such services help the institution prioritize investments, redesign processes, manage change, and realize the intended benefits of its initiatives.

2. Institutional Intelligence

Institutions have more data available than ever before, but data alone does not improve outcomes. The real opportunity lies in transforming data into insights and insights into action. Institutional intelligence represents the integration of institutional research, analytics, data governance, and institutional AI into a unified capability that helps leaders make more informed decisions.

At the center of institutional intelligence is institutional AI—AI that is grounded in an institution's trusted data, business processes, and operational context. Unlike general-purpose AI, which relies on publicly available information or user-provided prompts, institutional AI leverages institutional data to generate insights, answer questions, identify patterns, and support decision-making that is specific to the institution.

Institutional intelligence extends well beyond traditional reporting. It provides leaders with predictive analytics, operational intelligence, AI-powered decision support, insights, and scenario modeling that strengthen planning, enrollment management, student success, resource allocation, and institutional effectiveness. As these capabilities mature, institutional intelligence will increasingly provide leaders with actionable recommendations and timely insights that enable faster, more informed, and more confident decisions across the institution.

3. AI Enablement

AI is rapidly becoming a foundational capability across higher education, much like networking and the web in earlier decades. Yet realizing its potential requires more than deploying AI tools. Institutions need governance, thoughtful policies, technical expertise, workforce education, and practical support to ensure AI is adopted responsibly and effectively.

AI enablement provides that institutional capability. It encompasses AI strategy, governance, literacy, solution development, integration, and ongoing support. The goal is not simply to introduce new technologies but to help faculty, staff, and students safely and confidently use AI to enhance teaching, learning, research, student services, and administrative operations while protecting privacy, security, and institutional values.

4. Workforce Transformation

The promise of AI extends beyond technology itself. It gives institutions the opportunity to fundamentally rethink how work is organized, how services are delivered, and how people spend their time. As AI becomes embedded in everyday workflows, its greatest value does not lie in simply automating tasks. It lies in redesigning work so that people can focus more on creativity, collaboration, problem solving, relationship building, and other uniquely human contributions.

Workforce transformation is a shared responsibility between the IT organization and the human resources (HR) department. Together, these entities can help the institution identify opportunities to redesign work, integrate AI into business processes, develop new workforce skills, and prepare employees for new ways of working. This includes AI literacy, job redesign, organizational development, leadership support, workforce planning, and change management. By combining expertise in people and organizational development from the HR department with expertise in technology, data, and AI from the IT organization, institutions can intentionally build a workforce that is prepared to thrive in an AI-enabled future rather than simply react to it.

Collectively, these four strategic areas reflect the expanding mission of the higher education IT organization in the AI era. These are not simply new IT service areas; they are institutional capabilities that help colleges and universities adapt, innovate, and thrive.

The Transformation of Higher Education IT Operations

Just as AI is changing how every part of the institution delivers services, it is also transforming how higher education IT organizations operate. The impact of AI is not limited to the services these organizations provide. It will fundamentally change how they design, develop, implement, support, secure, and improve those services.

Many of the activities that have traditionally consumed IT staff time will increasingly be augmented by AI. Software development, testing, documentation, cybersecurity monitoring, help desk support, data analysis, system administration, project management, and content creation are already being enhanced through AI-assisted tools and intelligent agents. These capabilities will continue to mature, allowing routine work to be completed more efficiently while improving quality and consistency.

This shift creates an opportunity to rethink how IT organizations are structured and how work is performed. Rather than organizing teams solely around technical specialties or narrowly defined job descriptions, higher education IT organizations should increasingly consider adopting aspects of a skills-based organization model, which emphasizes the skills needed to achieve an outcome rather than the job titles of the people involved.Footnote2 AI makes it possible to automate many routine tasks while amplifying uniquely human skills, such as critical thinking, creativity, collaboration, communication, relationship building, and leadership. As a result, work will increasingly be organized around the skills required to achieve an outcome, drawing on expertise in technology, data, AI, user experience, project management, change management, and other disciplines. AI will become a collaborator for virtually every team, augmenting human capabilities and enabling staff to focus on higher-value work.

As IT organizations redesign their own operations, every process should be evaluated with a simple question: "If we were designing this process today, knowing what AI can do, would we design it the same way?" In many cases, the answer will be no.

This evolution also requires new expectations for IT professionals. Technical expertise will remain essential, but it will no longer be sufficient on its own. Professional success will increasingly depend on the ability to learn continuously, apply skills across multiple domains, collaborate across disciplines, understand institutional priorities, leverage AI effectively, communicate with stakeholders, manage change, and adapt as technology evolves.

In many ways, IT organizations will become early practitioners of the workforce transformation principles described above. As we in IT organizations help our institutions redesign work, adopt AI, and build new skills, we must be willing to do the same within our own organizations. By embracing new ways of working, investing in the continuous development of our people, and structuring work around skills and outcomes rather than simply functions and job titles, IT organizations can better serve their institutions while modeling the transformative potential of AI in the workplace.

Conclusion

AI is influencing not only the technologies higher education IT organizations support but also the work they perform, the decisions they make, and the ways in which institutions operate. This presents both an opportunity and a challenge.

That challenge lies not simply in how effectively we deploy AI technologies, but in how effectively we help our institutions redesign work, strengthen decision-making, develop new workforce capabilities, and navigate change. Meeting this challenge will require new partnerships, new governance models, new organizational structures, and new skills. It will also require IT organizations to embrace the same transformation we are helping our institutions undertake. We must rethink our own work, invest in our people, adopt new operating models, and continually evaluate how AI can help us better serve our campuses.

AI will define the next generation of higher education information technology. Our greatest contribution will not be the AI technologies we deploy, but the institutional transformations we enable.
